The guy is not wearing a white hoody, so why was he stopped? He doesn't have to help you with your investigation and that includes refusing to ID unless you arrest him FIRST! The officers didn't need him out of the car; how about FIRST asking are you so and so? When he says no, then you go to plan B, which doesn't require him to have to ID unless he is arrested. Cops must be trained incorrectly that citizens have to help them in their investigations; they don't.

As someone who used to drive unmarked government cars, we often got pulled over (3x in my career) because our plates come back blank. Its really not something that wouod bother someone who has experience driving law enforcment vehicles.
